Summary[ 

The author emphesizes that there exist three main factors that must be 
fulfilled in order for a standard to be sucessful:
- significant market share vendor community
- publically developed, available, and evolving standard
- enforced conformance tests

Successful means the standard is adopted by a wide range of vendors.

The paper discusses these points taking the SQL-standard and NIST who 
has given up conformance tests.

The paper also shows the consequences for individual clients as well as 
the industry as a whole when successful standards do not exist (locked 
into one vendor, disabling competition by market leaders, high prizes 
for non-competitive products).
